The biggest bottlenecks in this game seem to be research points, population and potentially rare resources like components. Or it will at least replace the losses of those that die during crises. It can often be more efficient to build a survivor outpost on the worldmap to generate new citizens to work an extra medical tent instead which will increase your settlement's overall treatment rate for ALL illnesses (mutation, wounds, infection etc) indefinitely without medicine. If you've had a pandemic breakout you will notice that infected can easy jump above 20 within a few minutes so you might not have enough antibiotics to treat everyone quickly anyway. For instance it can tie up a specialist for 2 days to scavenge only 16 antibiotics or so (varies based off scavenging rate). There are specific bottlenecks in this game that can make grabbing all the resources on the map an inefficient use of your specialists' time. This is the same for all medicines treatment will happen regardless, but slower without the specific medicine (Medicine for wounds, Antibiotics for infection, Iodine Pills for radiation etc).
